the "second" site {downloads by product} appears to either be "offline" or "not working" (no response) as reported by different sites like OnlineOrNot.com , DownForEveryoneOrJustMe.com & IsItDownRightNow.com .  that 2nd site appears to be down for more than several days.

please check with or contact the webmaster of the other site as to when that site will be fully working

It appears to be fine for me, probably it may be blocked for foreigners, try using VPN and choose Brazil as source IP.
