You are right, Intel DID removed the 6th Gen (Skylake) hardware IDs from iigd_dch.inf in this 31.0.101.2121 release.

It seems to have been pulled from the main intel site
though the downloadmirror.intel.com link still works for the exe and pdf

Someone should archive the release notes pdf and the exe
