Because you probably don't have Secure Boot enabled. I have Secure Boot enabled on the laptop on which I installed this driver, and because I prefer not to disable it for some reasons, I have Code 52 next to the network adapter in Device Manager (i.e. no digital signature). From what I can see on your screenshot, this driver does not actually have a WHQL digital signature from Microsoft (it has such a signature from the manufacturer itself, i.e. Realtek). Maybe because this driver is a beta version or it's an oversight by Realtek
