What Is the Difference between WHQL and Non-WHQL Certified Graphics Drivers?

Intel's official website provides information about WHQL and Non-WHQL, But due to my limited knowledge. I do not fully understand what difference between them. I noticed that on the official website, the driver version .7029 marked as Latest, Driver version marked as WHQL Certified still is .7026.

Just as shown in the admin posted images, The Digital Signature of driver ver.7029 and .7026 given on the Windows OS driver information page are the same: Microsoft Windows Hardware Compatibility Publisher, I cannot see the difference between them, but in the GPU-Z software, the Digital Signature is different.

 

Yes, I don't understand why Intel doesn't confirm that the pack is indeed in WHQL version, unless it's missing Intel certification?
