Intel Serial IO Package

Intel Serial IO package v5.123.1.1023 downloaded and extracted from HP.
This is a combined package covering Alder Lake, Broadwell, Broxton, Canon Lake, Elkhart Lake, Gemini Lake, Ice Lake, Kaby Lake, Lakefield, Skylake, Tiger Lake.
Driver date is March 5, 2021
WHQL certification March 15, 2021.
This driver is newer than the last released driver for Ice Lake, Kaby Lake, Sky Lake v30.100.2010.1.

These are indeed newer than 30.100.2010.1 (03/05/2020)
I am curious what is the difference between these two branches?

It's not a branch, its a package from HP covering several platforms. Probably done on request by Intel for HP and certified.
Maybe Placebo effect, but I installed it on my Surface Go2 and it felt snappier.
