@TomSorry for the late reply,I never bothered checking that because I had been on the Intel Forums a good bit and busy with other stuff.
From what a Mod at the Intel Forums told me the problem is a known problem to Intel with the A Series of ARC cards and he said they are hoping to have the problem fixed in the next 1 or 2 driver updates, with this problem it can only be fixed by Intel via a driver update,I think it has something to do with the A and B Series using the same driver and they messed something up without realizing it.
There is also another problem I'm having with my ARC card that's others may find very helpful my pc has BSOD'd ever since I built it and I couldn't figure out what was causing the problem and thought maybe my ram kit wasn't compatible with my mobo which wasn't the case.
I tried using Event Viewer to find the problem but I wasn't using it correctly and a friend of mine showed me what I was doing wrong, when I was shown how to use it correctly Event Viewer always showed this as the problem (Intel SUR QC Software Asset Manager)
The Mod told me to uninstall (Intel Computing Improvement Program) and to see if that helped with my problem, also the Mob said this is a known problem to Intel with the A Series cards,I have an ASROCK A580 Challenger card and from what I understand all the A Series cards can have this problem,I asked the Mob if the B Series cards have the same BSOD problem such as the B580 and he said that it isn't a knon problem to the B Series of cards.
With my pc BSODing it didn't do it all the time either it would BSOD once a month to 3 or 4 times a month and then not BSOD for 6 weeks.
I just uninstalled Intel Computing Improvement Program about 3 or 4 days ago and so far so but I won't really know anything for 4 to 8 weeks to see if it BSOD's again on me and if it's the Intel Software that did it.

Intel has put up a new Beta driver for the A and B Series of Graphic's cards v32.0.101.6632,I found that the last 3 or 4 drivers before this crippled my A580 card and from what I read on the Intel forum people with A580 A750 and A770 cards and pretty much if not every single model of A Series was affect if not all of them.
The problem was that when you opened up Chrome it took 3 seconds rather then a 1/2 second to open and when trying to open handbrake it took 45 seconds to open rather then the 2 or 3 seconds it normally takes plus Handbrake wouldn't encode video properly either, the last 3 or 4 drivers before this one made many programs run and open very slowly and not work correctly.
I have tested this new Beta driver and it seems to be working fine with my ASROCK A580 Challenger card with known of the described above symptom's.
Here is a link to the article that talks about the driver.

- Intel® Graphics Software may experience a very intermittent application crash when navigating pages or dialogue boxes due to an underlying framework issue. A fix will be made available in IGS once WinAppSDK 1.7 is available for upgrade. The application can be re-launched without issue as a workaround.
- When using the settings, preferences, reset all settings option in Windows 10 the application may experience an intermittent crash. Settings can be reset from individual pages without issue.
- Intel® Graphics Software may sometimes experience a single application crash on the first re-arrange of metrics within the select metrics window. Subsequent usage will not be affected by this crash again.
- FPS Limiter may not limit FPS with VSync ON and Low Latency Mode enabled.
- Profile controls don’t always supersede global controls.
- Display scaling at non-native panel resolutions might result in unintended scaling.
- Intel® Graphics Software may experience an application crash while navigating between application profiles in the Profiles page.
- Intel® Graphics Software Performance Tuning is currently in Beta. As such, performance and features may behave unexpectedly. Intel® will continue to refine the Performance Tuning software in future releases.
- In multi-GPU scenarios with two performance tuning capable devices, the performance tuning page may attempt to apply changes to one or more devices at once rather than individually based on the GPU selector.
