NVIDIA GeForce Game Ready Driver v551.46 WHQL (Hotfix) based on v551.23
Released February 7, 2024

Fixed Issues in Version 551.46 WHQL
This hotfix addresses the following issues:
  • Some users may experience intermittent micro-stuttering in games when vertical sync is enabled
  • Potential stutter may be observed when scrolling in web browsers on certain system configurations
  • [Red Dead Redemption 2][Vulkan] Stutter observed on some Advanced Optimus notebook
  • [Immortals of Aveum] Addresses stability issues over extended gameplay

Just 551.46 HF. Hotfixes are never WHQL certified. If I remember correctly. This one certainly doesn't.

It is.
There are 2 kinds of WHQL certified.
1. Passed the manufacturer WHQL tests and is self-signed and released.
2. Passed in addition the Microsoft WHQL tests and is signed by Microsoft and then released.
This one carries the Microsoft WHQL certificate.

The digital signature has nothing to do with the WHQL certificate. Two different things. Otherwise you should have just read the description of the driver mentioned.
"The safest option is to wait for the next WHQL certified driver."

I think I have to explain this more detailed:
There are 2 WHQL certifications
Full WHQL certifications means:
Passed WHQL Test Suite Results
Passed WHQL Microsoft Certification

The Hotfix means:
Passed WHQL Test Suite Results but didn't passed the WHQL Microsoft Certification, which is basically, the driver is submitted, without running the WHQL Test Suite at Microsoft side.
This means, NVIDIA submitted the driver to Microsoft with the WHQL Test Suite Results of NVIDIA and Microsoft certified the driver.
The digital signature has nothing to do with the WHQL certificate.
The signature is exactly what it states, it is a Microsoft certified driver and not a NVIDIA certified driver.
You may have get a clue, that when you install the driver, there is no pop-up about asking whether you trust the driver from NVIDIA.Two different things. Otherwise you should have just read the description of the driver mentioned.

Yeah, the manufacturers have a "wide" definition, correct would have been "The safest option is to wait for the next full WHQL certified driver." which refers to that it passed also the WHQL Test Suite at Microsoft side.

I did in the past WHQL certifications for drivers incl. submitting them to Microsoft.
