I don't know if it will work (the modified installer is no longer signed by Intel), but I reduced the installer from 105MB to 3.7MB (8MB after unpacking the zip archive).

In short, the original EXE installer (105MB) contains the .NET Framework 4.7.2 installer (80MB), two MSI files: SetupChipset (10MB) and SetupChipset.x64 (10MB), and a file containing various RTF license variants (500KB). I've extracted SetupChipset.x64.msi and made it run independently of the main EXE installer by disabling one LaunchCondition (bootstrapper).
