even v18 platform Intel RST AHCI drivers can be installed onto an Intel Z390 system
Small clarification: yes, v18 can be installed, but Windows prefers v17 (if you select “update driver” and point Windows to the folder with v17, it replaces installed v18 with v17).

That is clear, because the Device Management checks just the related *.inf file and prefers to take a driver, whose *.inf file contains the perfect matching DeviceID. On the other hand the Device Management has no idea which driver is really better for the target system. That has to be tested by the user and cannot be evaluated by the Device Management of the OS.
