I tried downloading v1.32.16.010923 and tried putting the RTL9210B_v1.32.16.010923.bin and UTNVME_B_v1.29.391.072822.bin that uploaded into UTHSB_MPtool_Lite_1.14.8.0610 installer along with configure file RTL9210_Lite_10.cfg but for some reason it won't even try flash my device.

Is there something I'm doing wrong.

I figured out what configure file to use for this enclosure,I used the RTL9210B_CG_Lite_10.cfg   file from the 1.30.21.070622 firmware from this site.

The Led light now blinks the way it should and work fine.
 
You need only this Setting Blue light on all the time and flashes when it works, as opposed to no light when not in use
RM_INTERNAL_RD = 0x1

Compatibility setting for Compact Flash Express standard (not supported on external enclosures)
CFEXPRESS = 0x0

Enable or disable active power management Open: 0x1 Close: 0x0 - Opened the device will always maintain high power.For WinToGo set it 0x1,for storage 0x0.
ASPMDIS = 0x0

idle time till disable pcie power 0x00 0 min - 0x01 1 min - 0x0A 10 mins - 0x1E 30 mins - 0x3C 60 mins
PCIE_PWRCUT_THRES = 0x1

Responsible for turning off power to PCI bus by timeout for energy saving (it helped at cloning)
DISK_IPS_THRES = 0x1

Enable or disable U1U2 - USB 3.0 Link Power Management - See Microsoft Documentation
EN_U1U2 = 0x1

Enclosure with or without fan On-0x1 Off-0x0
FAN = 0x0

Without drive enclosure is seen by Windows - good for firmware update
DIS_SHOW_EMPTY_DISK = 0x1

Blue light on all the time and flashes when it works, as opposed to no light when not in use
RM_INTERNAL_RD = 0x1

Run UTHSB_MPtool_Lite as Admin and Flash new Firmware.

New GD RTL9210B_gd_v4.30.23.071922 this now confuses me a bit why v4.xx and not v1.xx 19.07.2022. Realtek switch from v4. to v1. and back to v4. or is it v4 for Sata and v1 for NVME ?

Thanks for that information,what I'm trying to figure out is how do you create a dump file,I have some Unionsine ssd enclosure's coming to me and I would like to be able to take their setting and create my own dump file.
