yes, but designed & released specifically for the mentioned HP desktop computers (even though the rt640x64sta.inf file appears to be a generic kind)
-the no-power savings Realtek PCIe LAN driver is best suited for such desktop PCs & motherboards

drivers version 7.154 for Windows 7 and version 8.100 for Windows 8.x recently came out on the Realtek web site

This is awkward, the Windows 7/8x  driver was built October 14, 2022(!) and certified November 1, 2022(!) while the Windows 8.x driver was certified November 3, 2022(!) and both added the subsystem ID for the following devices:
Allied Telesis AT-2715FX 100Mb Fiber Ethernet"
Allied Telesis AT-2915SP Fiber Ethernet
Allied Telesis AT-29M2aBA Fiber Ethernet
Allied Telesis AT-2915GP POE Fiber Ethernet

Uploaded the drivers to Mega and include them for the next Windows 10/11 driver release, links below

a rep from the Realtek Ethernet NIC FAE team emailed me several months ago & told me that there wouldn't be anymore new PCIe LAN drivers for Win7 & Win8.x.

maybe Realtek recently had a change of heart and decided to release such drivers, even though those new drivers are released more than a year late after they were built & produced.
