I also think that some cards do not have valid WHQL certification 
 
Yeah, it's weird. Judging by your screenshot, you use the AX200 160MHz.
I have the same in my notebook, still, it installed but after that, Code 39 and the missing WHQL certificate.

Intel(R) Wi-Fi 6E AX211 160MHz doesn't work.
can confirm the same, tested yesterday, 

then I checked the HWID & while it's there but force installation via INF seeding (from Device manager) leads the wifi driver in non working state so I revrted to 22.250.1.2

I hadn't been careful yes it refuses the WHQL after installation and restart
Weird because the WHQL is good?
Maybe valid for the Wifi 7 card series

Here occurs the same problem while running Win11 v23H2 with my Microsoft Surface Pro 7, which has the on-board Intel(R) WiFi 6 AX201 160MHz adapter (DeviceID: DEV_34F0).
It is interesting, that the v23.0.0.18 driver is not usable (not even by forcing the installation!), although
a) the driver has been digitally signed by Microsoft and
b) the HardwareIDs of the device are listed within the related *.INF file named Netwtw08.INF.

Note: Intel's WiFi driver v23.0.0.18 has been digitally signed by Microsoft on 26.07.2023, whereas the v22.250.1.2 driver is 19 days newer (digitally signed on 14.08.2023.
