Weird - can't restore from backup, with or without NVRAM
I noticed that it is showing "Programming Fail!!" just before the device disconnects and app data is reset (see attached photo).

Maybe I should Erase All Flash Only?

yeah just erase it you can then boot from internal without shorting
then next time it should flash fine

Erase was successful, but it is no longer possible to successfully flash the device
Every file chosen yields "Programming Fail!!", the disconnect sound, then a reconnect sound and a "USB Device"
I can then immediately Erase again, and after re-powering the device it re-appears as "JMICRON JMS583" with Firmware Ver. "Internal code"

FYI I tried both the USB-C (my default) and the traditional USB cable, no avail

Try turning off VBS + Secure boot

VBS you disable in windows Secure boot you do in the bios
